Can you please create a static archive for this release as done for 2.9.0 due to https://github.blog/open-source/git/update-on-the-future-stability-of-source-code-archives-and-hashes/ ?

CI: upgrade dependencies

utf8proc is still pinned to 2.9.0, even though 2.10.0 is out, because
there seems to be no static tarball available:
JuliaStrings/utf8proc#283

maybe this can be worked around by rolling our own tarballs, or
just checking out the repository. I dunno.
