[FEAT.] : Scroll bars where lists appear (e.g. Mods screen)

Problem

It seems the only anticipated method for scrolling through lists (such as on the Mods screen) is to use a scroll wheel, keyboard arrows, or trackpad. These are not always convenient or accessibility-focused.

Solution

If not permanently displayed (because sure, they aren't the prettiest things ever), it would be nice to have an application-wide option to enable visible scroll bars (standard UI element) on such pages for people who prefer or need them.
