No 'Single-Purpose Icons' link takes user to the top instead of that section

This issue was found here - #566 (review)

Steps to reproduce -

yarn start
Click on Icons
Navigate to Icon Guidelines
Under Common Device Icons section there is internal link No 'Single-Purpose Icons'
Click on that internal link, which will take you to the top of page instead of No 'Single-Purpose Icons' section
