Additionally, I have found a geoJSON which I believe has the Lat. and Lon. and ID for all ~320 outflow locations. I will need help matching the outflow locations to the watersheds.
The next step will be to modify the rainfall modeling to include proximity to rain measurement station.
Arnold stopped by last night and suggested there may be an IL Natural Resources shape file for ground water at www.uis.edu/gis/projects/data. This needs to be investigate as I could help improve the model by breaking up the analysis by local watershed. Additionally Elenie said she has experience that could help her match our sewer geo. data to the watershed and rain data. I'll confirm that she wants to run with it.
Each combined sewer outflow point is a particular micro water shed. Modeling rain in each watershed may help improve prediction.
