Tab bar disappears when tapping "Viewers" for sites that have no viewers #23666

Expected behavior

The tab bar should be visible in the empty state

Actual behavior

The empty state hides the tab bar

Steps to reproduce the behavior

View a site with no "Viewer" users

Tested on [device], iOS [version], Jetpack iOS / WordPress iOS [version]

Latest TestFlight
